QUESTION FOR OCCASIONAL OBSERVER

Occasional Observer has a long and very interesting comment regarding the device of a Discharge Petition as a way of breaking the deadlock in the House.  I found this detailed explanation of why such a manoeuvre would likely fail.  Would you, Occasional Observer, take a quick look at this and comment?  I am not nearly as knowledgeable about this as you seem to be, and I would be interested to know your thoughts.  Thanks.
