I will be totally honest. My first response to the story was, "Wow! How cool is that!" If anyone thinks that the government is going to deny itself this sort of integrated information simply because it require the continual invasion of everyone's privacy, that person is deluded.

In practice, as a layman, this thing sounds tantamount to having an extended, permanent and unstated Miranda hanging over U.S. residents, before the arrest: "everything you say, write and do can and will be used against you, inside and outside a court of law".
A bit Kafkian.
Which, if you think about it, is not too bad: non-U.S. residents could be awaiting an unmanned aerial drone visit, instead.
